Quality Assurance Program

Project Management QA
To ensure the highest level of programmatic success, FEI employs QA procedures (Random Sampling Surveillance, Performance Metrics Monitoring, QoS Reporting, etc.) and QA audits based on our program QASP. We will develop specific program performance measures and metrics, implement our earned value management system, incorporate federal government and commercial best practices, provide recommendations to improve overall system security and efficiency, and investigate innovative surveillance approaches, solutions, and “tools” to enhance program capabilities. FEI’s Quality Control system is a closed loop management system that assures conformity to the best commercial practices (ITIL), and DoD QA/QC requirements. To accomplish this, standards and success factors are set, performance indicators are selected, performance is measured, records are maintained and, in the event of deficiencies, corrective action is initiated. This includes re-evaluation of the standards, policies, and performance indicators, including those in our QC system, and our Continuous Product Improvement process. These functions form the interface between our Project Management Office and the critical processes that deliver compliant services.
FEI’s Continuous Product, Process and Procedure Improvement (CP3I) process measures the delivered performance, based on QASP Performance Metrics, down to the subcomponent level. Our CP3I analysts then analyze each performance metric, performance trends, and outcomes, and define new improvement goals or requirements, as appropriate. We conduct Trade-off analysis to determine if better solutions or products are available, and then develop recommendations.

Task Order Management QA
FEI employs results-oriented, quality-driven, sound Task Order management (TOM) principles that yield the greatest success for our clients. Our principles incorporate quality assurance (QA) policies and processes to accomplish the TOM. This ensures the technical engineering and the programmatic services follow a proven set of processes that facilitate a successful project/product delivery and customer satisfaction. The QA processes are mirrored in the program management practices and feed into our Program Management Plan and the task order specifications. Each task order will have a plan that clearly states the description of the task(s); periodic guidance reviews for the task(s); schedules and milestones; clearly defined deliverables and/or performance metrics; including customer approved acceptance criteria, and any unique project requirements, special tools, software methodologies, procedures, etc. Our Task Order Manager will meet with the task order owner/customer and ensure sign off and project commitment before beginning and task order.

Our Team’s task order program management commitment will eliminate ambiguity and misinterpretation of task objectives and schedule, and will thus minimize the risk of non-compliance with the contractual requirements.

Subcontracts Control and QA
FEI Quality Assurance (QA) organization will be responsible for subcontractor surveillance to ensure all products and services comply with SeaPort-e contractual commitments. FEI will determine the following:
• Are procedures in place for providing and maintaining a documented quality management program that will assure that the subcontractor conforms to the requirements of the SeaPort-e contract?
• Are defined procedures in place to ensure that subcontractors control the quality of the services and products they provide?
• Are defined procedures in place for assuring that subcontractors identify and record non-conformance, determine the cause, and implement corrective action?
